Julien is an entrepreneur and former senior public servant. He began his career in financial services with the BVI Financial Services Commission, later serving as Chief Operating Officer of the BVI Financial Investigation Agency, where he helped build the agency’s operations from the ground up. He also served as Executive Director of BVI Finance, leading efforts to promote the Territory as a premier offshore financial centre.

In 2016, Julien transitioned into entrepreneurship, acquiring Island Time Powerboat Rentals & Charters. Since then, the company has expanded to include water taxis, car rentals, adventure tours, and a private member boat club, and now employs more than 20 people. Alongside his professional career, Julien has been active in community life. He has served two terms on the BVI Tourist Board and is a current member of the BVI Marine Association.
