Biography

The Maritime Visionary

John Samuel has been deeply involved in the Virgin Islands Shipping and Maritime Authority’s (VISMA) evolution from its origins as a one-person initiative within the Ministry to today’s globally competitive statutory maritime authority. Over three decades, this career mariner and public-sector leader has contributed to every stage of that journey, helping establish the initial government department and supporting the recent transition to statutory board status that positions the BVI to compete internationally.

Working alongside colleagues and drawing on his maritime background (Canadian Coast Guard College training, a Bachelor of Technology in Nautical Sciences, and specialised credentials in marine inspection, ISM auditing and port management), Samuel has helped elevate VISMA’s capabilities, supporting the implementation of vessel safety codes, advancing ISPS compliance and working toward Category I status within the Red Ensign Group.

Guided by a deep sense of duty to give back to the country that has given him so much, his commitment to this work is rooted in building something better for future generations of BVIslanders. Today, he continues to support the digital transformation of maritime regulatory services through innovations that promise to place VISMA at the technological front line within the global maritime space, as VISMA seeks to be a globally present, technically capable administration that strengthens the BVI’s blue economy and enhances the Territory’s maritime competitiveness for the long term.
