Biography

The Island Economist

Carl A. Lag explores the intersection of fisheries, aquaculture, resource management and economic development in island nations. His work examines how governments can structure industries built around natural resources while balancing economic growth, sustainability, public ownership and the interests of local communities.

In his examination of the Faroe Islands, A Nation Built on Fish: How the Faroe Islands Structure Their Fishing and Farming Industry, Carl explores the legal, political and economic systems that have shaped one of the world’s most fisheries-dependent economies. He examines the organisation of the fishing and aquaculture industries, the allocation of fishing rights, resource-rent systems, ownership rules, quota auctions and the regulation of farmed salmon.

His analysis also considers the challenges facing small island economies when critical resources cross national boundaries. Through the Faroese experience with shared North Atlantic fish stocks, he examines the role of international negotiations, scientific advice and coastal-state agreements in managing migratory resources.

Carl’s work highlights a central question for resource-dependent island nations: how can natural wealth be managed in a way that creates lasting economic value while ensuring that its benefits remain broadly shared? His research into the Faroese model offers lessons in governance, industry development, sustainability and the complex relationship between natural resources and national prosperity.
