Many young BVIslanders leave to study or work abroad, gaining skills and experiences that could transform the territory. Yet too few return, deterred by limited opportunities, red tape, or declining quality of life. This presentation asks: How do we build an environment that welcomes them back? What policies, incentives, and mindset shifts are needed to turn brain drain into brain gain? Dr. Soomer will share her experience on strategies to support returnees in launching businesses, joining local industries, contributing to community life, and shaping the Virgin Islands of tomorrow.
